Accident claims 1 life, 14 injured
ITANAGAR, July 17: Another accident this afternoon between Itanagar and Naharlagun highway claimed the life of one student and 14 others have been injured.

The cause of the accident is no known as yet. The state capital has witness repeated accidents within this month that has already claimed over 5 lives.
Arunachal Pradesh hit by MoU virus
Itanagar, July 17: The state government has signed MoAs for 103 hydropower projects for a total of 30, 000 MW since February 2006. 31 of these MoUs/MoAs were signed in just five months before the Lok Sabha polls, each accompanied by huge monetary advances. The state plans to sign a total of 135 MoAs for 57,000 MW.
This came to light when Arunachal Citizens’ Rights (ACR) filed an RTI seeking information on power dealings in the state.
The Jindal’s signed agreements for two projects totaling 4500 MW in December 2008
and paid an advance of Rs. 297.5 crores to the state government. Reliance Energy
Ltd. signed agreements for four projects totaling 2520 MW in March 2009 and paid
Rs. 98 crores as advance. Reliance had already signed two agreements earlier in
2006, one of which (1000 MW Siyom) was taken away from state-
The two projects worth 4500 MW signed by Jindal were also earlier awarded to state owned NTPC, but were taken away as they could not pay upfront advances demanded by the state government.
Arunachal citizens Right(ACR) have raised concern about the rapid pace at which the state government has signed Memoranda of Agreement (MoAs) with hydropower companies in recent times.
The former Minister of State for Power, Jairam Ramesh, had referred to this phenomenon as a ‘MoU virus’ in May 2008. But the state government has only speed up the process since, while New Delhi has been rapidly granting central clearances, said ACR chairman Bamang Tago.

Bar Council and the fraudulent lawyer
ITANAGAR, Jul 17: The woes of the absconding “lawyer” Tagia Michi are not yet over. The Bar Council has decided to keep Michi’s enrolment certificate in abeyance.
One Anom Apang from Itanagar had lodged a complaint against Tagia for fraudulently obtaining enrollment on the roll of Bar Council by submitting forged provisional pass certificates.
Taking serious note of the issue, the Bar Council has constituted a committee to look into the entire episode.
In a letter to the Registrar, Itanagar bench of Gauhati High Court,secretary of Bar Council of eight North east states said that forgery has been confirmed by the Dibrugarh Law College and Dr Rohini Kanta Barua Law College.
ANSU express concern at disproportionate posting of teachers
ITANAGAR, July 17: All Nyishi Students’ Union (ANSU) demanded that the state government and authority concerned transfer sufficient JT, ST and subject teachers to various secondary and higher secondary schools of “Nyishi dominated areas”.
Taking serious exception of disproportionate posting of teachers to the school located in the capital and district headquarters ANSU registered its strong protest and dismay.
The union further said that according to the data collected from the directorate office of school education, the schools in the state capital have 50 to 60 teachers in one government school.
The middle school, G Sctor Naharlagun has 46 teachers whereas various secondary and higher secondary schools in the interior places do not have more then 10 to 12 teachers, the union said. ANSU will take up the issue with the state government while it urges Arunachal Teachers Association for its cooperation.
The union further demanded that the state government halt and refrain from any transfer and posting of government employees from their respective posting place till the completion of state assembly elections. Transfer and posting takes place especially during elections to suit the whims and choice of politicians in power, it said.
Administration must be given free hand without too much political interference for proper functioning of the administration.
It thanked the state government for granting exgratia to the parents of Lt. Oshing Lamgu who was murdered in Bangalore on January 21 last.

AASA organize mushroom farming training
ITANAGAR, July 17: Action Aid Society Arunachal (AASA) in collaboration with NEIST (North East Institution for Science & Technology) Jorhat –Assam conducted a one day mushroom farming training at Borum village where sixty two farmers from Sood, Borum, Tarajuli, Norchi, Kemchi, attended. Orientation cum review meet of Papum pare BRCC and CRCC
ITANAGAR, July 17: An orientation cum review meeting of BRCC and CRCC along with all SSA functionaries was held today at DIET Naharlagun.
The meeting discussed and reviewed some of the SSA activities carried out within Papum Pare district.

110 MW Pare Hydro Electric Project gets Forest clearance
NAHARLAGUN, July 17: Ministry of Environment & Forests, Govt. of India has accorded Forest Clearance under the Forest (Conservation) Act, 1980 for construction of Pare Hydro Electric Project (110MW) over Dikrong River by NEEPCO Ltd. near Doimukh in Papum Pare.

RTI, transparency vis as vis functioning of govt depts
Madam,
Firstly I want to congratulate all the Daily newspaper Houses of the state, who have contributed to the positive development of this state by not only updating the current happenings of the state and the world around but also equipping us the power to question any form of injustices through the reader’s forum which has become our second RTI weapon.
The R.T.I initiative taken by the Government of India is one of the best policies ever being created. And it has become an Institution standing for transparency for all development related works.
The state government though implementing new schemes and policies on paper should also follow the policy of good governance for qualified, dedicated as well as innovative professionals.
The rampant corruption as we all know in most departments and especially those departments which is a necessity to all common people like the transport department where an extra sum of Rs 200 is charged on small commercial vehicles and Rs 400 is charged on bigger vehicles in the name of fitness certificate as well as Rs 100 on issuing of driving license in cash. Does this actually go to the state treasury? Or are we being looted due to necessity for the document.
Legal and Metrological department which has been conducting continuous raids on business establishment deserves appreciation. But again is this long lived or just a show off for publicity to become ‘heroes’ of the blue moon as it is heard from business establishment that they do implement fines but also with an extra incentive with the pretext of dire legal consequences .
The question is what they do with the seized commodities after implementing fines.
Therefore, if the Government is really caring for the common people, agencies similar to the functioning of the R.T.I department should be created with independent charge at the state level so as to curb the arising corruption of officials of the various departments which will definitely lead to overall development of the state and proper implementation of all projects.

Make recruitment process free and fair
Madam,
Now-
This is very bad trend. Due to this easy way to job, the students are lagging behind and are not able to compete in national level. If they are getting something very easily with the help of politicians then why should they go for the same by taking so much of pain? Especially talented students from poor family and rural area have been suffering badly as there is no taker of talented candidates through talent hunt.
It is a common notion among the students that the interviews are held only to maintain formality and the vacant posts are already filled up before conducting interviews especially to group D and C posts.
Therefore, I request the authorities and the politicians to create a conducive atmosphere and conduct examinations and interview under strict guidelines or recruitment rules. This will make the students to concentrate on knowledge rather pursuing the politicians for their backing.
I would also request the SSA authorities to conduct free and free interviews for selection of only deserving candidates. Authorities should not succumb to any pressure from politicians. The academic records and well performance of the students should be given first preference. Teaching is a very important profession. For me teachers are not less important than any other officers. We need qualified teachers and quality education. However, I would like to appreciate APPSC which conducts interview through free and fair means. Hope, it would continue its fair selection process.
